Middle east: Yemen

https://www.cia.gov/library/publications/resources/cia-maps-publications/map-downloads/yemen-admin.jpg/image.jpg

North Yemen became independent from the Ottoman Empire in 1918. The British, who had set up a protectorate area around the southern port of Aden in the 19th century, withdrew in 1967 from what became South Yemen. Three years later, the southern government adopted a Marxist orientation. The massive exodus of hundreds of thousands of Yemenis from the south to the north contributed to two decades of hostility between the states. The two countries were formally unified as the Republic of Yemen in 1990. A southern secessionist movement and brief civil war in 1994 was quickly subdued. In 2000, Saudi Arabia and Yemen agreed to delineate their border. Fighting in the northwest between the government and the Huthis, a Zaydi Shia minority, began in 2004 and has since resulted in six rounds of fighting that ended in early 2010 with a cease-fire. The southern secessionist movement was revitalized in 2008. Public rallies in Sana'a against then President SALIH - inspired by similar demonstrations in Tunisia and Egypt - slowly built momentum starting in late January 2011 fueled by complaints over high unemployment, poor economic conditions, and corruption. By the following month, some protests had resulted in violence, and the demonstrations had spread to other major cities. By March the opposition had hardened its demands and was unifying behind calls for SALIH's immediate ouster. In in late April 2011. the Gulf Cooperation Council (GCC), in an attempt to mediate the crisis in Yemen, proposed the GGC Initiative, an agreement in which the president would step down in exchange for immunity from prosecution. SALIH's refusal to sign an agreement led to further violence. The UN Security Council passed Resolution 2014 in October 2011 calling for an end to the violence and completing a power transfer deal. In late November 2011, SALIH signed the GCC Initiative to step down and to transfer some of his powers to Vice President Abd Rabuh Mansur HADI. Following HADI's election victory in February 2012, SALIH formally transferred his powers. In accordance with the GCC initiative, Yemen launched a National Dialogue Conference (NDC) in March 2013 to discuss key constitutional, political, and social issues. HADI concluded the NDC in January 2014. Subsequent steps in the transition process include constitutional drafting, a constitutional referendum, and national elections. Since the Arab Awakening in 2011, the Huthis have expanded their influence, culminating in a major offensive against military units and tribes affiliated with their Yemeni rivals and enabling their forces to overrun the capital, Sana'a, in September 2014. In January 2015, the Huthis attacked the presidential palace and President HADI's residence and surrounded key government facilities, prompting HADI and the cabinet to submit their resignations. HADI fled to Aden, and in late February he rescinded his resignation. He subsequently escaped to Saudi Arabia and asked the GCC to intervene militarily in Yemen to protect the legitimate government from the Huthis. In late March, the Kingdom of Saudi Arabia launched Operation Decisive Storm, a series of airstrikes against Huthi and Huthi-affiliated forces. In late April, the Saudi Government announced completion of the operation and initiated Operation Restoring Hope, which focuses on humanitarian aid and a return to political dialogue. As of late April 2015, the Huthis controlled much of western Yemen.

KILLING AL-QAEDA’S NUMBER TWO
BOTTOM LINE UP FRONT

• Al-Qaeda in the Arabian Peninsula (AQAP) has confirmed the death of its leader, Nasir al-Wuhayshi

• Wuhayshi's death will have significant repercussions for al-Qaeda well beyond AQAP’s strongholds in Yemen

The death of the leader of al-Qaeda in the Arabian Peninsula (AQAP), Nasir al-Wuhayshi, on Friday, June 12 as the result of a CIA drone strike three days earlier in the al-Qaeda-held city of al-Mukalla in southeast Yemen, is a significant blow to both the group (http://soufangroup.us4.list-manage2.com/track/click?u=3fe77a4916f69c37ee2ac1cbe&id=84fa39e486&e=3946cece87) as well as to the broader movement.

Wuhayshi was not only one of the four founding members of AQAP in 2009 but also the ‘general manager’ of al-Qaeda globally and the main conduit through which the al-Qaeda leader, Ayman al-Zawahiri (http://soufangroup.us4.list-manage.com/track/click?u=3fe77a4916f69c37ee2ac1cbe&id=e184e9f5bb&e=3946cece87), received messages from his affiliates elsewhere and sent them his directives.

The loss of senior leaders at a time of great change and challenge in the world of ‘bin-Ladinism’ (http://soufangroup.us4.list-manage.com/track/click?u=3fe77a4916f69c37ee2ac1cbe&id=a72c98d62f&e=3946cece87) is bad enough for al-Qaeda, but all groups, not just al-Qaeda (http://soufangroup.us4.list-manage2.com/track/click?u=3fe77a4916f69c37ee2ac1cbe&id=a4e3284a9d&e=3946cece87), will be wondering what lies behind this string of U.S. counterterrorism successes. AQAP has been relatively sophisticated and careful in its use of communications and in vetting its members, and the group has an active counter-intelligence arm.

</header>He was once Osama bin Laden’s personal secretary, a bodyguard in Tora Bora, and even a Yemeni Steve McQueen. But with his promotion last week, he’s now a big U.S. target.

While President Obama has overseen a largely secret war that has killed dozens of top al Qaeda commanders since 2009, one master terrorist has managed to elude U.S. forces: Nasser al-Wuhayshi.

Today, Wuhayshi is a top target for the United States, after intelligence agencies monitored a conference call last week that served as a virtual board meeting for al Qaeda’s central leadership and the group's global affiliates—and in which the Yemeni-born jihadist was promoted to the position of general manager (http://www.thedailybeast.com/articles/2013/08/07/al-qaeda-conference-call-intercepted-by-u-s-officials-sparked-alerts.html) for al Qaeda operations. At the request of its sources, The Daily Beast is withholding details about the technology al Qaeda used to conduct the conference call. U.S. intelligence officers say Wuhayshi is leading an attack plan that could call on resources from al Qaeda’s franchises across North Africa, the Middle East, and Southwest Asia.

World`s Most Dangerous Cities - Top 10
6. Sana’a, Yemen

Yemen, especially its capital Sana’a, is extremely unstable following last year’s uprising against former president Ali Abdullah Saleh. With al Qaeda`s Yemeni wing and local affiliates having established presence in the region, there has been a string of assassinations of security officials. The US and its Gulf allies brokered a power transfer that replaced Saleh with his deputy, Abd-Rabbu Mansour Hadi. He launched a US-backed offensive on Islamists in the south, but situation is still far from normal.

Al Qaeda Confirms U.S. Strike Killed Nasser al-Wuhayshi, Its Leader in Yemen

BAGHDAD — Al Qaeda (http://topics.nytimes.com/top/reference/timestopics/organizations/a/al_qaeda/index.html?inline=nyt-org)’s affiliate in Yemen (http://topics.nytimes.com/top/news/international/countriesandterritories/yemen/index.html?inline=nyt-geo) released a video statement on Tuesday confirming the death of its leader, Nasser al-Wuhayshi (http://www.nytimes.com/2015/06/16/world/middleeast/pentagon-says-airstrikes-in-libya-may-have-killed-qaeda-leader.html), in an American missile strike.

Mr. Wuhayshi, 38, who had led Qaeda operations in Yemen (http://topics.nytimes.com/top/news/international/countriesandterritories/yemen/index.html?inline=nyt-geo) since 2002 and was also the global extremist network’s second-ranking leader, was killed along with two other operatives, the statement said.

The group said that its military commander, Qassim al-Raimi, had been chosen as Mr. Wuhayshi’s successor.

Wikipedia om Qassim al-Raimi:
https://en.wikipedia.org/wiki/Qasim_al-Raymi

Qasim al-Raymi (Arabic (https://en.wikipedia.org/wiki/Arabic): قاسم الريمي) is a citizen of Yemen (https://en.wikipedia.org/wiki/Yemen) who is the emir of Al-Qaeda in the Arabian Peninsula (https://en.wikipedia.org/wiki/Al-Qaeda_in_the_Arabian_Peninsula) (AQAP). Al-Raymi is one of 23 men who escaped in the 3 February 2006 prison-break in Yemen, along with other notable al-Qaeda (https://en.wikipedia.org/wiki/Al-Qaeda) members. He next appears in connection to a July 2007 suicide bombing that killed eight Spanish tourists. In 2009, the Yemeni government accused him of being responsible for the running of an al-Qaeda training camp in Abyan province.

Reports of death

Al Rimi's death has been reported multiple times. He was reported to have died during a raid by Yemeni security officials on 9 August 2007. Ali bin Ali Douha (https://en.wikipedia.org/wiki/Ali_bin_Ali_Douha) and two other militants were reported to have been killed during the raid.
Abu al-Rimi was the target of a raid on al-Qaeda camps in Yemen on 17 December 2009, which reportedly was carried out by US cruise missiles (https://en.wikipedia.org/wiki/Cruise_missiles). He was not reported killed.

It was reported that he was killed in a 4 January 2010 raid by Yemeni security forces, though this was proven false. However, according to officials, a Yemeni air strike on two cars, one of which reportedly contained al-Rimi, was conducted on Friday 15 January of 2010. Al-Rimi was reported to be one of those killed. Of the eight men thought to be in the two cars, six are thought to have been killed in the strike.

Following reports of his death Al Rimi was described as the military commander for Al Qaeda in the Arabian Peninsula (https://en.wikipedia.org/wiki/Al_Qaeda_in_the_Arabian_Peninsula). He is reported to have "orchestrated" the 25 December 2009 attempted suicide bombing (https://en.wikipedia.org/wiki/Suicide_bombing) of Nigerian (https://en.wikipedia.org/wiki/Nigeria) Umar Farouq Abdulmutallab (https://en.wikipedia.org/wiki/Umar_Farouq_Abdulmutallab). But later it was found out he was alive and al-Rimi announced the creation of an "Aden-Abyan Army" to free the country of "crusaders and their apostate agents," in an Internet audio tape.

</hgroup>Head in Yemen seen as future supreme leader<hgroup>

</hgroup> WASHINGTON – When the Sept. 11, 2001, plot was hatched, Nasser al-Wahishi was Osama bin Laden’s personal assistant in Afghanistan. Half a decade later, he became the architect of the al-Qaida Yemeni affiliate that experts say poses the biggest terrorist threat to the United States.

The man at the heart of a terrorism alert that has shut down U.S. embassies in the Muslim world and elsewhere has kept a strikingly low profile in the West. But that is likely to change, experts say, as al-Wahishi uses his growing stature to urge the loose network of cells that ascribe to al-Qaida’s ideology to place greater emphasis on planning attacks on the West rather than focusing on domestic enemies.

A Short History Of Al Qaida In Yemen

For those interested in a little more background on Yemen and what has been going on there this morning, there's a great little piece in Foreign Policy by Gregory Johnsen, who appeared on Morning Edition this morning (http://www.npr.org/templates/story/story.php?storyId=130969197). Just a sample about how US policy has been, at the very least, mis-aimed.

The spark came early one morning in February 2006, when 23 al Qaeda suspects tunneled out of a maximum-security prison on the edge of Sanaa and into a neighboring mosque, where they performed the dawn prayer before walking out the front door to freedom.

Hampered by inattention and the resulting sketchy intelligence reports, U.S. officials focused on what they knew. They concentrated their efforts on Jamal al-Badawi and Jabir al-Banna, the two escapees on the FBI's most wanted list. But as is so often the case, it was what and who the U.S. didn't know that would, in the end, be the most damaging.

Instead of al-Badawi and al-Banna, it was Nasir al-Wihayshi and Qasim al-Raymi who would turn out to be the most dangerous fugitives, resurrecting al Qaeda and taking aim at U.S. interests and even the American homeland. Al-Badawi and al-Banna were yesterday's threats, the last survivors of a fading generation. Al-Wihayshi and al-Raymi were the future.

Always nice to have a bit of history amidst all the excitement of a developing story. Go read the whole thing (http://www.foreignpolicy.com/articles/2010/10/31/ignoring_yemen_at_our_peril).

Yemen crisis: Heavy fighting for Zinjibar - BBC News (http://www.bbc.co.uk/news/world-middle-east-33839735)

Why is there fighting in Yemen?
■ Northern Shia Muslim rebels known as Houthis, backed by forces loyal to Yemen's ex-president, took over parts of Yemen, including Sanaa, and forced the government into exile in March
■ The rebels accused the government of corruption and of planning to marginalise their heartland within a proposed federal system
■ Forces loyal to the government, and southern militia, are fighting back, aided by air strikes led by neighbouring Saudi Arabia

A nation with imperial ambitions is sowing chaos in the Middle East. Its tendrils have extended to another country’s civil war where, thanks to its terrorist-allied proxies on the ground, it could very well consume another regional capital. Its bombs seem to target civilians indiscriminately and have created a humanitarian crisis that the world community is struggling to alleviate.
This is usually when an interlude is scheduled so neoconservatives can make yelping noises about Iran. But in this case, the culprits aren’t Tehran and Bashar al Assad. The meddling nation is our good friend Saudi Arabia and the civil war in question is in Yemen.

As Water Disappears, Yemen's Economy Will Wither December 2, 2014
https://www.stratfor.com/sites/default/files/styles/stratfor_full/public/main/images/yemen_water_irrigation_0.jpg?itok=H lx7YVvb

Yemen is running out of water (https://www.stratfor.com/analysis/yemens-looming-water-crisis). Much of Yemen's arable land is concentrated in the highland regions along the mountain plains, an area that receives a high amount of rainfall. Much of the country's population is concentrated in this area as well, which is one of the reasons that water is running out. Irrigated acreage increased by more than ten times between 1970 and 2005, and the use of groundwater in agriculture has become increasingly important. The agricultural sector is Yemen's main consumer of water, accounting for 90 percent of all withdrawals. However, though nearly half of the population works in agriculture, the sector contributes only around 10 percent of Sanaa's gross domestic product, and Yemen remains highly dependent on food imports to support its rapidly growing population.

Exclusive: UK Helping Saudi's Yemen Campaign

Sky sources have confirmed that six experts are working with Saudi targeteers who select locations for attack.

The Ministry of Defence (MoD) in London insists they are not part of any direct operations but are training the Saudis to comply with the international rules of war.

Saudi Apache helicopter drop in the Midi at the hands of the heroes of the Yemeni army and People's Committees

According to sources in Yemen, the Houthi rebels (Houthis is a Zaidi Shia group from Sa’dah, northern Yemen, which was founded by Hussein Badreddin al-Houthi) managed to down the aircraft after it circled the residential neighborhoods in the Mede area of the Hijje Governorate.

U.S. Navy ship targeted in failed missile attack from Yemen: U.S.
A U.S. Navy guided missile destroyer was targeted on Sunday in a failed missile attack from territory in Yemen controlled by Iran-aligned Houthi rebels, a U.S. military spokesman told Reuters, saying neither of the two missiles hit the ship.

https://news.usni.org/2016/10/11/uss-mason-fired-3-missiles-to-defend-from-yemen-cruise-missiles-attack

"The crew of a guided-missile destroyer fired three missiles to defend themselves and another ship after being attacked on Sunday in the Red Sea by two presumed cruise missiles fired by Iran-backed Houthi-forces, USNI News has learned.
During the attack against USS Mason (DDG-87), the ship’s crew fired the missiles to defend the guided-missile destroyer and nearby USS Ponce (AFSB(I)-15) from two suspected cruise missiles fired from the Yemini shore, two defense officials told USNI News.
Mason launched two Standard Missile-2s (SM-2s) and a single Enhanced Sea Sparrow Missile (ESSM) to intercept the two missiles that were launched about 7 P.M. local time. In addition to the missiles, the ship used its Nulka anti-ship missile decoy, the sources confirmed. Mason was operating in international waters north of the strait of Bab el-Mandeb at the time of the attack."

“It might be the first time the SM-2 used against an actual threat for which it was designed,” Clark said.
“It’s definitely the first time ESSM has been used… This is obviously a huge deal.”

The use of sophisticated on-board missile defense systems like the SM-2 may not be a long-term solution to protecting U.S. military vessels these relatively inexpensive cruise missiles, observers say. As the Rand report notes, the price of firing the Navy’s defense systems is about 350 times an adversary’s cost to launch such an attack.
