    SEAL Commander Mired in Controversy Retires


    The admiral in charge of Naval Special Warfare Command has reportedly retired from the service after his promotion was blocked earlier this year amid findings of whistleblower retaliation.

    Rear Adm. Brian Losey passed command to Rear. Adm. Tim Szymanski in an Aug. 3 ceremony in San Diego. Navy Times reported that Losey retired the same week, though a spokesman for NSW could not confirm the exact date of his planned retirement.

    "Although Losey can be a tough taskmaster, he is a 'by-the-book' officer," McRaven wrote. "Unfortunately for Losey, along the way to strengthening the command, there were those who fought the change and through a series of whistleblower complaints sought to seek his removal."

    Russia can affect the NATO alliance in two ways. One is by threatening it physically on its eastern flank, and the other is by threatening to sever the transatlantic link. There are capabilities that the Russians are pursuing that are clearly intended to allow them to threaten our ability to reinforce Europe, and if they could do that, then NATO would lose credibility pretty quickly.

    What specific capabilities do you have in mind?

    Some are still classified. But let’s just say, for example, capabilities they’re developing in space, in cyber, with ground-based cruise missiles, under*water capabilities, are all intended to eventually be able to threaten the transatlantic link and put NATO in a precarious position.

    Raytheon's SM-6 Missile Just Broke an Important Military Record

    The Raytheon SM-6 Standard surface-to-air missile just set a new record for the longest-range over-the-horizon intercept in naval history. The new weapon—which also has a long-range anti-ship mode—is an integral component of the U.S. Navy’s plans to defend its carrier strike group as part of the Naval Integrated Fire Control – Counter Air (NIFC-CA) battle network.

    During the Sept. 30 test—which took place on ranges that are part of the Point Mugu naval station in South California—USS Princeton (CG-59), a Ticonderoga-class Aegis missile cruiser, used its Cooperative Engagement Capability datalink to tie into the NIFC-CA network.

    For the United States to accept a return to spheres of influence would not calm the international waters. It would merely return the world to the condition it was in at the end of the 19th century, with competing great powers clashing over inevitably intersecting and overlapping spheres. These unsettled, disordered conditions produced the fertile ground for the two destructive world wars of the first half of the 20th century. The collapse of the British-dominated world order on the oceans, the disruption of the uneasy balance of power on the European continent as a powerful unified Germany took shape, and the rise of Japanese power in East Asia all contributed to a highly competitive international environment in which dissatisfied great powers took the opportunity to pursue their ambitions in the absence of any power or group of powers to unite in checking them. The result was an unprecedented global calamity and death on an epic scale. It has been the great accomplishment of the U.S.-led world order in the 70 years since the end of World War II that this kind of competition has been held in check and great power conflicts have been avoided. It will be more than a shame if Americans were to destroy what they created — and not because it was no longer possible to sustain but simply because they chose to stop trying.

    Hva mener forsamlingen?

    Jeg tror han kan ha rett, men på den annen side så er det slett ikke sikkert. En viktig forskjell fra de tidligere periodene som han refererer til er atomvåpen. Jeg tror at store makter som USA, Russland og Kina fortsatt kommer til å være svært forsiktige slik at de ikke utløser atomkrig.

    På den annen side så vil nok en mulig Amerikansk tilbaketrekking fra Asia medføre at Japan (og sannsynligvis også Sør-Korea) anskaffer atomvåpen. Men kanskje også andre land i en slik situasjon vil velge å gjøre det samme? Indonesia, Malaysia, Fillipinene, Vietnam?

    Isåfall så kan ting fort komme ut av kontroll.

    “Every time Kim Jong-un rattles his saber, these ships get underway,” he added, referring to the leader of North Korea. “When the Chinese decide to build on a new island, these ships get underway. When underway, they are basically working around the clock. People get tired, and when they do, they make mistakes.”

    In the past two decades, the number of Navy ships has decreased by about 20 percent, though the time they are deployed has remained the same, according to a 2015 report by the Center for Strategic and Budgetary Assessments, a Washington research group funded by the Defense Department. The increased burden has fallen disproportionately on the Seventh Fleet.

    “There are very few ships there but the operational demands are enormous,” said Kevin Eyer, a former Navy captain who commanded cruisers in the western Pacific.

    That tempo, current and former Navy officers say, has frayed readiness. Government and military investigators drew similar conclusions, warning that the mission pace was leaving crews unprepared. A 2015 study by the Government Accountability Office, the investigative arm of Congress, found that the high demands of Navy fleets based overseas, like the Seventh in Japan, affects maintenance and training.

    Investigators found that ships spend so much time at sea that there was not enough time for routine preventive repairs. And they said that while crews based in the United States were almost always completely qualified before deploying from their American ports, ships based overseas and juggling multiple missions relied on a “train on the margins” approach.

    “In Japan, there are no dedicated training periods built into these ships’ operational schedules,” the G.A.O. report found. “As a result, these crews do not have all needed training and certifications.”
